1961年，我国国民经济正处于严重困难时期，中共中央起草了《人民公社工作条例（草案）》（简称《60条》）。4月1日，国家主席刘少奇回故乡湖南，考察农村工作。当他看见一双双饥饿的眼睛和一张张狼吞虎咽的嘴时，对《60条》是否符合农村实情产生了疑问。他召开干部座谈会听取意见，与会者却闪烁其辞。刘少奇于是到群众中去，与老百姓直接交流，了解到了人们对公共食堂的反感。他把得到的情况写信向毛主席汇报。。Family is complicated, no question.
